I had the same problem with a 2003 Grand Cherokee 2.7 CRD. I downloaded version 34.15 and everything was fine. Haven't tried with other versions.

Device verification is not successfull. Delete appdata and diagzone folder and try again. Or temporary you can try with different phone/tablet. After successfull verification you will be able to download required firmware file (DOWNLOAD).

This is new serial number. This device is locked.
